Red: Runed Cardinal Ruby (or veiled Ametrine if you need the hit)
Blue: Glowing Dreadstone (you only need 2 of these to activate the meta)
Yellow: Reckless Ametrine (or veiled Ametrine if you need the hit)

Based on what I read you stack spell power over everything unless the socket bonus is good.

Stat priority(assuming hit cap): Spell power > haste > crit

Enchants:
Pretty much everything is spell power and/or haste

Totems:
Fire: Totem of Wrath
Air: Wrath of Air
Water: Mana Spring (or Healing Stream/Cleansing as appropriate)
Earth: Strength of Earth if no DK, Stoneskin

Rotation:

1. Flame Shock if not up
